[iot-pmc] Dependency discussion for CQ8765

Hi,

we need to make a decision about CQ8765 [1].

The project (iot.mosquitto) wants to use "libwebsockets Version: 1.3" as
an optional component. It will not be distributed and must be manually
enabled at compile time if the feature should be activated.
