Well according to [1] you would need a CQ if a direct reference is made.
Although the document is focused on the Java language I would consider linking
against a library a reference like an import statement.

As far as I understand it this would trigger the requirement for a new CQ on
libwiringPi, which is licensed under the LGPL.

I would guess re-submitting the cleaned up code helps. If this causes too much
trouble I would ask EMO to have a look at this issue. I am pretty new at this,
so please be patient ;)
