The short version is do whatever is easier.

If the code is all together now (e.g. in a single repository), just submit a snapshot of that and you can divide it across multiple repositories when you push it in after you get "checkin" from the IP Team.

If the code is in multiple repositories, it may be easiest to just create a single CQ with a separate attachment containing the snapshot from each repository.

If you're still not sure, send a note to the emo-ip-team@xxxxxxxxxxx to ask for specific advice on how to engage.
