I will clarify something though. The vast majority of C/C++ IDE users don’t know Java and aren’t Tools developers. Putting this message in front of them won’t help that situation and will only make them feel bad that they can’t help out. I don’t want them to feel bad. I want them to be happy they have such a great tool to use.


Did you actually read entirely my various messages before posting this answer? I have the impression this comment ignores most of the concrete points that have been discussed.
First, I stated multiple times already that despite I think a pop-up is not as bad as most people here estimate, it doesn't seem necessary for this as just introducing a menu item does provide a good visibility.
Then, it's been mentioned also a few times that the idea was to link to the "How To Contribute" page which doesn't require any Java knowledge as it's not only about code and can give ways to any user (including the C/C++ IDE users) to actually do something. The page presents many ways to contribute, and the simplest ones aren't something that require any skill. So people who see this page wouldn't feel unable to contribute, they can feel unwilling to contribute; and if it happens, then that's fine.
