Yes, Platform is "just" a component of the Simultaneous Release and IDE. It takes some weeks before the release of Platform propogates downstream.

The announce of Simultaneous Release milestones are officially sent on the cross-project-issues-dev mailing-list. However, unless there's been a major issue, milestones are built on time according to this schedule: https://wiki.eclipse.org/Oxygen/Simultaneous_Release_Plan#Schedule .

So for a full upgrade from M7, you'll have to wait until Friday (and probably the following Monday/Tuesday for EPP packages and Installer).
