It seems to me that p2 and "Check for updates" avoid remediation whenever possible. So if there is one solution that is working without remediation, I believe it will take this one.

It is a search that stops after some iterations so it is not guaranteed it will find the right solution.

The remediation was done primarily to allow 3rd party plugins to depend on i.e. Mars.1 instead of Mars.0 and see it get updated.
Before remediation your install would just fail.

Thus requires experimentation to see how it behaves in "open battle" with the whole ecosystem :)
