As per the discussions on EPP and cross-project lists, the Mars release will be including an Oomph-based installer that will take care of this. In addition, the Eclipse Foundation is looking to host user profiles and preferences as a service for Eclipse users. We haven't committed to that yet, but we're pretty intrigued by the possibilities, including tying these to your Marketplace id.
