Third party plug-ins could be taken through the IP process if sponsored by a project.

An "IDE" project could, for example, take plug-ins found in Marketplace through the IP process for inclusion in an Eclipse package. The wrinkle is that every release of the third-party plug-in would need to be taken through the process (the IP team is pretty good at deltas).

Everything doesn't have to be invented here.

Just a thought.

And even more, I'd be anxious to have dependencies in my product to components where governance is not clear or not open. EDP provides the necessary piece of mind for adopters.

What about http://marketplace.eclipse.org/content/quickimage and http://iviewer-eclipse.sourceforge.net/
Marketplace already contains many tools to improve the IDE experience. However, IP makes that it's not possible to put them into EPP packages (but you could put it in Zend Studio). Maybe this IDE initiative/working-group should also be to import the most useful projects from market place into Eclipse so they can become mainstream.
