I fully agree here - committership should not be granted because someone is funded, but the project should be open to accepting and reviewing contributions contributions. If there is someone willing to review changes many more people would contribute stuff here and there just the small things that bother them. Think about Linux kernel - how many people have write access to the mainline? does anyone needs to have write permissions to get stuff in? and so on. With git and enough reviewers being a committer or not is pointless. This should be the ultimate goal for Eclipse IDE development - allow people to fix the small problem that bothers them. If such an approach works for Linux kernel, works for LibreOffice and for a number of others why shouldn't we aim for something similar.
If such a WG becomes a place that hires reviewers like Linus and his lieutenants to ease getting contributions in - that would finally be a really cool idea for me.
Reading stuff like http://dannycomputerscientist.wordpress.com/2013/09/30/libreoffice-bug-67159-or-the-story-of-my-first-foray-into-open-source/ makes one really feel bad - and it's not Eclipse doesn't have hundreds of such issues pending.
