First of all, 
Sorry for hijacking the thread but I feel obligated to mention another option that you missed:

Companies got sick of not being able to deliver to their users and don't consider contributing to the shared codebase being a viable possibility at all due to generic lack of interest to
further enhance current state in current committers. 
See http://dev.eclipse.org/mhonarc/lists/p2-dev/msg05342.html to understand what I speak about. It's not related to JDT team at all cause my team has very few overlapping areas with JDT but it's a problem we have met in a few other eclipse.org projects.
