I don't see what is currently preventing this to happen. Anyone can create and submit patches for any project, and project are generally responsive to contributions. I'm not sure Eclipse needs help on that side.

I didn't say it's currently impossible. In fact, a lot projects started adopting Gerrit. 

The big benefit I see for an IDE working group (compared to individual contributors battling on their own) is communication and evangelism for all IDE related things. For example, here is one thing the workgroup will also take care of:
