[handly-dev] Handly 0.2 release planning

I have added the 0.2 release to Handly roadmap. It is scheduled for 2014-12-10, with the 
intention of doing two major releases per year -- one of them coinciding with the Eclipse yearly 
Simultaneous Release. So far, only one thing is targeted to 0.2, but of course more things 
will be added over time. Community feedback is essential for setting directions.
