A committer election for Tomas Kraus on project Eclipse Metro (ee4j.metro)

Tomas is a long term contributor to Eclipse Metro project usually ranked
among the most active ones helping keeping the project up to date and
providing important bug fixes. Therefore I believe he deserves the committer
status.
