[ee4j-pmc] Committer Election for Benjamin Confino on Jakarta Contexts and Dependency Injection has started

A committer election for Benjamin Confino on project Jakarta Contexts and
Dependency Injection (ee4j.cdi) was started by Emily Jiang with this
criteria:

Benjamin has been working on CDI for quite some time and has been raised some
bugs and contributions towards CDI 2.0 spec and then recently the Jakarta
Contexts and Dependency Injection team and has already made an impact on the
project.
A few bugs reported by Benjamin or commented by him in the previous version
of CDI here to show the history of his participation on CDI.

Bejamin has been active on weld-dev and cdi-dev for some time and recently he
has started contributing towards CDI 3.0.

For these reasons and the long-term outlook for their involvement on the
team, it is my pleasure to nominate Benjamin as a committer on Jakarta
