Given the context of the day, the EMO understands the meaning your +1 on behalf of the PMC means and will register it as a PMC approval for the corresponding release review.

Note that this email thread also serves as a record that the PMC has reviewed the project's activity (or is otherwise familiar with it) and believes to the best of their knowledge that the project is operating in accordance with the Eclipse Foundation Development Process, and that the project is operating within its defined scope and the top level project's charter. 

Note also that the PMC has no specific requirement to sign off on the project team's intellectual property management practices as part of their review (unless they are--owing to their tighter relationship to the project than enjoyed by the EMO--aware of "shenanigans" that should be highlighted to the IP Team). The IP Team will take care of reviewing IP management practices as part of the IP Log review.
