You are correct, the only way to do this work is if you are a committer.

The PMC discussed this and there is a fastpath for committership via Wayne for "dysfunctional" projects.  :-)  We can claim "dysfunction" while doing this CI/CD effort.  You'll see notes from myself and Dmitry asking for immediate committership.  But, to be honest, I'm not so sure that this process is all that much faster...  You might want to nominate your selected individuals for the various projects as committers.  The votes only take a week.  At least you'll have a backup plan if this immediate committership idea doesn't pan out...

Hi,
 
I sort of remembered this being discussed but do we have a solution to the chicken and egg problem of non-committers being able to help contribute to the Jenkins setup?
 
We have team members ready to help but they can’t help setup Jenkins as they have no permissions as they are not committers on the project. However they can’t become committers without contributing.
