Per our PMC meeting today, in order to make more immediate progress with the CI/CD tasks, I am asking for an immediate committership for Jim Krueger for the Eclipse Project for Stable EE4J APIs.  This will allow him to start on the JAXR-API repo, and eventually move to the other repos in the Stable EE4J API project.  If there are no issues from PMC members, then Wayne can take care of this immediate committership action.

Jim is not currently a committer on EE4J projects (although we're trying to get him voted in on JAX-RS and Jersey projects).

When this CI/CD processing is complete, then we will consider retiring Jim from this Stable EE4J API project.  Thanks!
