I can understand that Oracle would be picky
about the initial contributions.  But, after that point, the source
is regulated by the Eclipse Foundation, correct?  So, as we start
to modify the code, we need the ability to recognize the contributions
outside of Oracle...  If we can't add another Copyright statement
for EF and created or modify the NOTICE file(s), then we'll need to re-visit
the handbook again to come up with special instructions for these Oracle
contributions...

The Oracle legal folks might have a strong opinion about this. For some reason as we went through the early contribution process, they seemed really fixated on the exact wording and format of the copyright notices and headers.
