What dubious "secondary license" are you referring to? Read the EPL2 FAQ at https://www.eclipse.org/legal/epl-2.0/faq.php#h.w1np1lrpht6k . The motivation for Secondary license clause in EPL is clearly stated there.

There is nothing "dubious" about the Secondary License approach in the EPL-2.0. FWIW, it was modeled closely after the approach followed by the MPL-2.0 a few years earlier.
