[eclipse.org-committers] Eclipse Infra Update

Greetings,

The Eclipse servers and infra have been suffering random outages and
reduced performance at a level we have not seen since circa 2007.

The Eclipse technology landscape has changed drastically in the last
couple of years. From the Oomph installer to automatic update checks and
error reporting, new client-side technologies are coming online that,
despite our best planning, are having impacts on the servers and the way
we use our bandwidth.

We've identified weaknesses with some of our configurations that make us
vulnerable to sudden influxes of traffic. We have new hardware lined up
to help us handle the new loads that are demanded and to help with
continued growth. But at the same time, we must also examine the catalog
of IT services that we offer and place focus on those services that are
of value to the community while trimming those that create overhead and
add little value.

Jonas has opened bug http://eclip.se/499399 to discuss the issue. Let's
use that bug to track the overall effort of improving the infra so that
it remains relevant and useful for all.
