[eclipse-dev] No requirement to create a bug report for clean-up patches

Friends of Eclipse,

The PMC has clarified that for clean-up patches no bug report is
required. You can of course optionally create one, if you like.

I hope this will make it easier for everyone to quickly fix things
like typos, compiler warnings, deprecation warnings and the like.
