Let's just open a bug to webmaster so they may look at the slowness you're seeing and may be able to resolve it for everyone. (fast downloads should not be only for committers, this is one of the first "barriers" for people who want to evaluate project in order to use or contribute to it and having it fast for non-committers may be even more important for project growth than having it fast for committers...)
