[eclipse-dev] Requirement to update the copyright end year has been dropped

Friends of the Eclipse platform,

Today the PMC decided that it is not mandatory that to update the
copyright header anymore to the Eclipse Top Level project. You still
can do it, if you prefer to do it.

updated by me, feel free to improve it or other contribution guides of
the Eclipse project.

IMHO these are great news to get rid of this time wasting requirement
for committers and contributors. This should reduce further the level
of frustration during code contributions to platform UI.

Also the existing committers which are already ignoring this
requirement, can finally do it officially. ;-)
