Upon further investigation it turned
out to be a problem with the circuit itself which our carrier has since
resolved.  You should now be able to access the bugs.eclipse.org and
download.eclipse.org servers at a reasonable speed.

People accessing  the eclipse.org
downloads servers and bugs.eclipse.org bugzilla database from the internet
may notice that things access to these services is quite slow today.  There
is problem with a cable on one of our routers which is generating large
number of CRC errors.  Our IT services is arranging to have a replacement
shipped from the manufacturer.  However this cable may not arrive
until tomorrow.   Again, thank you for your patience.
