[eclipse-dev] Can't scroll in perspective customization dialog

In the latest builds, there is a known problem whereby in the perspective 
customization dialog, you cannot scroll to see all actions.

Many people have reported this already, so this note is intended to save 
you the trouble of filing another <g>.
