[ecf-dev] ECF 3.14.12 released

Hi Folks,

ECF had release 3.14.8 as part of 2020-06.  There was a problem with the 
karaf-features.xml (actually the problem was with the maven central 
deployment of a few bundles), and so I just released version 3.14.12 
with fixes to karaf-features.xml and some small build changes to allow 
the use of maven central 'most recent' versions in karaf-features.xml.

So, upshot, ECF just released version 3.14.12.  See [1] to download.
