FYI:  I (Scott) am going to try to work quite a lot on a new API for 
voip 'call setup'.  The idea is, in the spirit of ECF, to create an API 
for client apps to build voice communications right into their 
applications, in a protocol independent fashion (i.e. without direct 
knowledge whether Jingle, SIP, H.323 or some other call setup protocol 
is being used).
