Fully agree with Mickael here.

Ed, what about bringing this topic to the next planning council call? We can then define the list of checks that should fail a build (I guess we should come up with a list extracted from https://wiki.eclipse.org/SimRel/Simultaneous_Release_Requirements#Required_Bundle_forms_and_formats and what your report support as of today)?

The whole SimRel build fails for everyone. It's not really a matter of pointing fingers to who should do what, it's more a matter of enforcing a quality gate for the project delivery.
And then, if this quality gate is not reached, we see the build failing, it annoys everyone and we can either fix the necessary parts, or threaten them of removal from SimRel unless they get fixed promptly.
