Thanks Roland and Pierre-Charles (and anyone else I may have missed) for working on this and coming to a resolution. I am grateful to have a resolution for this for Photon.

I've declared our new Photon contribution as :

This still contains the Batik 1.9.1 bundles used by platform.releng and
they remain unchanged, but the other parts of that stack have been
removed. Once the issue is resolved we can add them back in, and
eventually start updating to 1.10.
