The Photon M7 repository is now "visible" since 10:00am EDT. It's 24h late due to an aggregator bug (see https://bugs.eclipse.org/bugs/show_bug.cgi?id=534867 for details).

=> http://download.eclipse.org/releases/photon/201805191000 (M7 only)

The M7 EPP packages are *not* yet available from 

=> https://www.eclipse.org/downloads/index-developer.php

but will be on Monday. Thus, EPP update site (http://download.eclipse.org/technology/epp/packages/photon/) referenced by http://download.eclipse.org/releases/photon/ is M6 only for now (see https://dev.eclipse.org/mhonarc/lists/epp-dev/msg05017.html for details).
