[cross-project-issues-dev] Gerrit upgrade

Hi Folks,

  I'm planning on updating to Gerrit 2.14.6 on February 9th, 2018,
starting at 2pm Eastern.  I expect the site to be down for several hours
while data is migrated and re-indexed(where required).

Bug 530205 has been filled to tack this work.
