[cross-project-issues-dev] Effective Immediately: no more SimRel mainten

Still "maintenance" (update releases)
just no URL with "maintenance" in the path. 

I have made the changes discussed in
Bug 483475so as of now, Neon staging repository
is at 

http://download.eclipse.org/staging/neon/

And it will remain that as long as we work on Neon!  

When Oxygen development starts, it's staging repo will
be 

http://download.eclipse.org/staging/oxygen/

I will delete the old staging repo at .../releases/staging
 when I finish this note.
