[cross-project-issues-dev] Neon M6 staging repository is complete

It appears everyone is done for M6 so I
will declare the staging repository complete, so the EPP packages can be
produced. 

I will put the aggregation builds on
'pause' until we declare M6 (but, the Gerrit validation job will remain
"open"). 

As originally announced, due to some
technical issues and (my) poor planning for a common Holiday, we are planning
the official release to be on Tuesday, 3/29, at around 10 AM.
