I couldn't find Eclipse IDE for JEE Developers in the list. Is that because of the bug (Bug 484629) ?

Neon M4 has been added to the repository at 
 http://download.eclipse.org/releases/neon/

That repo is a composite that now contains M4, M3, and M2. 

Most of the M4 EPP packages are available at 
  https://www.eclipse.org/downloads/index-developer.php

A few packages had a problem with an error dialog at startup  (See Bug 484629). 
A work around was found and applied to those that had the problem, and an M4a version of those packages will be available early next week.
