scout-rap I think was a recent disable ... perhaps getting ready to re-submit?
I had to temporarily disable their contribution when I updated our RAP contributions. That's 'business as usual' and they are informed. I'm sure they will enable their configuration as soon as their bits are ready.

There are still a number of components or features "disabled" for M5.

The BIRT (and MAT) issue is documented in bug 458296 .
mft has a few disabled features, which I think have been disabled for along time. Should they be removed?
