Just to clarify this part - the proper word would probably be more like "organizational". 

I.e. For me this fix should just been released as as a plugin update and the features that was okey with *bugfixes* like this would In their feature version ranges be open/broad. 

We could then have Identified them and provided an warning notice to them. 

Those who want to have low risk would use more limiting version ranges. 

That would have allowed EPP packages to update without requiring custom install.
