Markus and I have "turned on"
the M7 repositories, so they will be available this morning to those with
existing installations. 
That's from the "built in"
repository, at 
http://download.eclipse.org/releases/luna/

The EPP packages will be available for
download soon (if not already, by the time you read this), from 
http://www.eclipse.org/downloads/index-developer.php

Note: normally the repository at .../releases/luna
is a composite of current milestone plus 2 previous milestones (this is
to facilitate some forms of testing and give a real ability to "roll-back"
an upgrade). 
This time, however, it will be just
M7. The reason is due to some substantial changes (such as absence of BIRT,
one or more projects have gone "down" in version numbering ...
and while I don't know of any concrete problem caused by these changes,
typically they do cause problems in things not installing at all, or not
installing correctly) and while limiting the repo to just M7 won't necessarily
avoid all such "mis-match" problems, I hope it will reduce them).
