No, it's just 'not yet there'.

Only packages with +1 from their package maintainer are published on the download page, and we (better: webmasters) didn't receive the +1 in time on Friday. The same applies to the Java package. But the packages are there and you can get it by guessing the file name, e.g.

http://www.eclipse.org/downloads/download.php?file=/technology/epp/downloads/release/luna/M3/eclipse-standard-luna-M3-win32-x86_64.zip
