It is my recollection that p2.stats is enabled on the p2 repository 
itself, so even if you have that repository mirrored locally, you'll 
still be sending stats when you install from it.

The Eclipse Foundation's servers should only receive stats from Eclipse 
projects that have enabled the feature in their repo.
