I don't know if anyone noticed, but I recently added some intelligence to the 404 mechanism on download.eclipse.org to allow users to Show Directory Contents.

I don't want to be in the business of opening JAR files on-the-fly to examine what's in them, but perhaps I can detect the presence of a content.jar and craft a page that tells users exactly what to do with it?

If anyone thinks this is an idea worth pursuing, please file a bug against Eclipse Foundation > Community > Website.
