I went ahead and contributed the platforms
"presumed M4" versions and there was so much "breakage"
it didn't make much since to keep disabling projects. 

I know many will be depending on the
strict timing of +1, +2, +3 deliverables before they are able to aggregate
cleanly, but, I'll remind everyone you don't have to wait until that literal
day to make your "warm up" contribution. For example, I suspect
"webtools" is done or nearly so, and its amazing how many people
depend on pieces of it! 

So, we'll limp along here for a bit,
but feel free to contribute what you can, when you can, and when we get
near being able to aggregate I'll look again at disabling remaining ones
to get a green build.
