"Doing do the job" in this case means "deliver a high quality IDE". With respect to 3.8, someone has already done that 
job. That job may have started with 4.2 but it's far from complete, a that fact wasn't acknowledged when the decision 
was made to deprecate 3.x. That's another truth.
