"milestones" should never be correct for a maintenance build.

http://wiki.eclipse.org/MDT/OCL/Dev/Releng/P2_Repositories_Organization lists http://download.eclipse.org/modeling/mdt/ocl/updates/maintenance or http://download.eclipse.org/modeling/mdt/ocl/updates/maintenance/3.1.0 which exist.

[http://wiki.eclipse.org/MDT/OCL/Dev/Releng/P2_Repositories_Organization was (and still is) wrong in listing 3.2.0 rather than 4.0.0, otherwise I think it's accurate.]

I've had many similar problems with emf/emft, mwe/mwe2/mwe2lang etc. I find puttying in and just searching the downloads/modeling tree helpful in discovering quite what spellings and policies projects are actually using.
