that is a strange case, the manual launch should work even if there is
no change in the SCM. this may happens if you change the config for example.
the "nothing to do" here is strange.
What is the build steps you are using?

The only way to get it to restart is to make an artificial change in a file and commit that to the repo. Any suggestions welcome.
