That is up to each project to decide if they wish to consume features provided by Eclipse 4.x.

That is the intent of the compatibility layer. To allow 3.x API-compatible plug-ins to run on top of Eclipse 4. I performed some testing around April and May, please see below.

But let me restate that my testing did not go beyond clicking around and opening random views and perspectives. I did not walk every wizard and open every editor in Indigo.

If you see a problem, please open a bug against Platform UI with a version of 4.1.

It has come to my attention from a friend that perhaps it would be good idea if the 4.x builds were also listed on that page instead of being on a separate page as the current table can lead the reader to think that the builds in that table are all that's available. I don't know how much work that would entail though (in terms of build script modifications).
