3.8-compatible plug-ins should run just fine on 4.2. As Eric said, if you find any situation where this is not the case, you can enter a bug against the Platform and the committers will work through any issues.

You shouldn't need to do any significant porting work. You should certainly try running it on Platform 4.x and verify that it is working as expected.

On that page, see the link "Eclipse 4.x downloads available here".  Those pages will soon be switched around so the 4.x download comes first on the main eclipse project download page.
