I disagree with this point.  You're correct, until SCM Team implementers provide the hook for their SCM, bundles stored in those SCMs won't show up in the Import when importing for repository.

But for example, EGit provides several releases a year, and when they do provide that functionality bundles that live in git will show up, if they're correctly marked.  It's the lifecycle of the bundle targetted for import that probably matters more when making this decision.  And we're talking about targetting Juno here.
