If you are talking about making a contribution to an Eclipse project, then the contribution goes through the same process regardless of whether it is code, images, or anything else. The most useful guide to this is the following poster:

I don't think Creative Commons License is approved for use in Eclipse right now, but the best way to get a definitive answer to that is to enter a CQ and the IP team will discuss it with you.

Hi,

I want use some images I found from the web for my Google Summer of code project [1]. 
I am not aware of the license concerns of using images in eclipse plugins. 

Following are some of the images I may use for my project. They are in Creative Commons License

Can I use those images for my project?
