If there are no changes, then we can run with the existing log.

FWIW, with Jetty, the heavy lifting is done; resubmitting the log should
be a two-minute exercise moving forward. But I do understand that all
those "two minutes" add up.

All: be sure to use the "Contribution Review" tool [1] to identify
possible contributions that should be flagged iplog+
