Thanks for the explanation, Paul. So we will continue to use the 4.2.1
ICU for Indigo.

I understand that 1.4 is not a requirement for Indigo. I thought it
might be a problem for JFace etc., but since they have unversioned
imports, they will also work with earlier ICU versions.
